Tender: We seek applicants for 2020 Media Consumption Survey

Internews, an international non-profit media development organization, implementing the USAID-funded “Media Program in Ukraine”, invites professional sociological and market research companies to participate in a tender for conducting the following surveys:

Media Consumption Survey (2 stages)

The main purpose of the survey is to study media consumption in Ukraine, public trust in media, to assess the level of media literacy and public awareness of the implementation of reforms in Ukraine.

Objectives of the study:

• to find out public perception of the media;

• to assess the level of satisfaction with the quality of the national and regional media of all types;

• to estimate consumer preferences of different types of media – to measure Ukrainians’ media habits;

• to measure the consumption of different types of media;

• to rate the level of trust in different types of media;

• to estimate the level of media literacy of the public (self-assessment and test);

• to assess the level of awareness of media ownership;

• to assess the level of awareness and understanding of media coverage of reforms (public service broadcasting, decentralization, healthcare, land, green energy and pension reforms).

Methodology. Qualitative stage:

• 10 Focus Group Discussions (can be conducted online);

• average length of FGD– 2 hours, 8 respondents per group;

• conducting in two stages: before the beginning of the quantitative stage to clarify and refine the toolkit and after – to obtain additional interpretations of the data.

Target audience:

• citizens aged from 18 to 65 years old;

• representation of different types of settlements by size and region with an emphasis on East and South is required.

Crimea and non-controlled areas in the East are not included.

Methodology. Quantitative stage:

• individual interviews with average length of 40 minutes (CATI or on-line) In previous waves of research interviews were conducted by face-to face at home of respondents. We are considering alternative research methods due to Covid-19 pandemic and lockdown measures.

Target audience:

• Ukrainian population aged 18-65 years old from all types of settlements with population 50,000+ will be studied.

Coverage: nationwide, Ukraine

  • obligatory oblasts (12): – Kyiv, Vinnytsia, Dnipro, Zaporizhzhia, Lviv, Mykolaiv, Odesa, Poltava, Sumy, Kharkiv, Kherson, Donetsk;
  • additional oblasts (12) – Volyn, Zhytomyr, Zakarpattia, Ivano-Frankivsk, Kirovohrad, Luhansk, Rivne, Ternopil, Khmelnytskiy, Cherkasy, Chernivtsi, and Chernihiv).

Crimea and non-controlled areas in the East are not included.

Sample: 

• The four-stage stochastic sample*, representing demographic characteristics (sex, age and settlement size) of the total Ukrainian population with an oversampling of specific 12 oblasts.

• Overall sample size 4,000 interviews, of which 300 interviews in each of 12 obligatory oblasts.

• The representative sample should include a respective number of respondents to fulfill nationwide coverage (the expected sample error is 2.5% with 95% confidence interval).

* In previous waves of the survey were randomly chosen samples, without quotas. Due to the change in the method of data collection and the move to online, we are considering quota sampling.

Toolkit:

The Client will provide the questionnaire and guide of the previous waves. Further refinement of the tools in agreement with the Client may be required.

Data should be comparable with previous waves of the survey.

Agency`s responsibilities:

• finalization the tools (questionnaire, guide, cards etc.) in Ukrainian and Russian;

• sample design;

• interviewers briefing;

• conducting pilot interviews;

• recruitment (for FGDs) and fieldwork conduction operations;

• quality control at all stages of the survey;

• data entering, coding, and processing (for face-to-face interviews);

• data analysis and report preparation;

• presentation of results;

• consulting support of the survey.

Deliverables:

• analytical notes in Power Point format (PPT) after each part of the qualitative phase;

• online broadcast of FGDs;

• video records and Transcripts of FGDs;

• cross-tabulation and dataset in Excel format (data of the quantitative stage);

• dataset in SPSS format (data of the quantitative stage);

• preliminary and final reports in English and Ukrainian according to the objectives of the survey in PPT format;

• presentation of preliminary and final results in English (in Ukrainian on request).

 Timeline: 

• finalized documents should be ready for publishing by the end of September 2020.
